The Grants Administrator I supports the administration, performance monitoring, compliance oversight, and continuous improvement of federal discretionary grant programs. This role contributes to pre-award and post-award activities by coordinating grant processes, maintaining records and schedules, reviewing recipient performance, analyzing program and financial information, and preparing reports and recommendations. The Grants Administrator serves as a liaison among federal staff, grant recipients, subject matter experts, technical assistance providers, and internal teams to facilitate effective program implementation and timely completion of grant requirements.
The position uses practical project management tools to organize grant administration workflows, monitor deadlines and deliverables, coordinate stakeholders, document decisions and action items, identify risks, and support quality and process improvement. The Grants Administrator also helps develop grant guidance, technical assistance resources, data-informed recommendations, and operational solutions that strengthen recipient performance and compliance.
Essential Job Functions
Grant Administration and Program Oversight
Supports the full grant lifecycle, including pre-award, award, post-award, and closeout activities.
Develops and reviews funding opportunity announcements, award documents, grant guidance, and supporting materials.
Coordinates grant review panels, reviewer activities, scoring processes, and award recommendations.
Prepares decision packages, approval documents, and other grant administration records.
Maintains grant schedules, tracking tools, and document repositories to ensure timely completion of milestones and deliverables.
Grant Operations and Project Coordination
Develops work plans, implementation schedules, dashboards, status reports, and review calendars.
Coordinates activities among federal staff, recipients, reviewers, technical assistance providers, and project teams.
Facilitates meetings, review panels, working sessions, and client briefings.
Tracks milestones, deliverables, risks, issues, decisions, and action items.
Supports quality assurance, process improvement, and effective execution of grant administration activities.
Identifies and monitors program, compliance, financial, and performance risks.
Maintains risk assessments, issue logs, mitigation plans, and corrective action trackers.
Performance Monitoring and Compliance
Reviews recipient performance, financial, and monitoring reports to assess progress and compliance.
Tracks corrective actions and follow-up activities through resolution.
Develops dashboards, reports, presentations, monitoring summaries, issue logs, and recommendations for federal staff.
Collects, validates, analyzes, and reports grant performance, financial, and operational data.
Program Support
Identifies recipients requiring technical assistance and coordinates support strategies with technical assistance managers.
Supports webinars, communities of practice, workshops, and other learning events.
Assists federal staff in improving recipient performance and program effectiveness.
Stakeholder Engagement and Communications
Builds and maintains relationships with federal staff, recipients, contractors, and partners.
Facilitates recipient discussions regarding implementation, performance, and technical assistance needs.
Coordinates grant communications, reporting activities, and stakeholder engagement efforts.
Develops meeting summaries, decision logs, briefing materials, and executive communications.
Minimum Job Qualifications
Education
Bachelor's degree in Public Administration, Public Health, Business Administration, Public Policy, Social Sciences, Human Services, or a closely related field.
Experience
Minimum 2 years of experience in grants management, grant administration, program administration, performance monitoring, technical assistance, federal consulting, project coordination, or a related field.
Experience coordinating grant or program activities involving multiple stakeholders, deadlines, and competing priorities.
Experience developing reports, presentations, dashboards, and executive briefings.
Experience facilitating meetings and managing grant administration or program workflows.
Knowledge
Familiarity with project coordination, quality assurance, change management, and process improvement practices that support effective grant operations.
Competencies:
Microsoft Office 365 Suite
Work management and tracking platforms such as Smartsheet, Monday.com, Jira, Microsoft Project, Planner, or similar systems.
Location: Remote with the consideration that if a candidate lives within a 50-mile radius of our North Bethesda or San Mateo offices, employment will be considered hybrid.
Security Clearance: May vary based upon assignment
Physical Requirements:
Extended Computer Use: Ability to sit for extended periods and operate a computer keyboard and mouse
Vision: Must be able to see and read computer screens and printed materials
Dexterity: Capable of using hands and fingers to operate equipment and perform tasks requiring precision
Communication: Able to effectively communicate verbally and in writing with team members and stakeholders
Mobility: Occasionally required to stand, walk, reach, and bend to access office equipment and attend meetings
Lifting: Ability to lift and carry up to 25 pounds for short distances
Sensory Abilities: Must be able to perceive and interact with the environment using hearing and speaking skills
Work Environment: Primarily works in a typical office environment, with exposure to computer screens and moderate noise levels
PREFERRED JOB QUALIFICATIONS:
Experience:
Master's degree in Public Administration, Public Health, Public Policy, Business Administration, Social Work, Project Management, or a related discipline.
Relevant grants management, federal financial assistance, program administration, or project management certification.
Experience supporting federal grant programs and performance monitoring activities.
Experience supporting HHS, ACF, HRSA, SAMHSA, CDC, ACL, or other federal grant-making agencies.
Knowledge:
Knowledge of federal grant administration principles, grant lifecycle activities, recipient monitoring, and documentation requirements.
